The Pasadena City College (PCC) Pre-Apprenticeship Certificate Program (APP) is a collaboration between Los Angeles County Office of Education (LACOE), Youth Build, Pasadena Unified School District, and PCC.  The classroom space and courses are provided by PCC.  LACOE recruits qualified and interested participants from the Department of Public Social Services’ General Relief Opportunities for Work (GROW) offices.  The APP program is offered three times a year (Fall, Spring, and Summer) and consists of a total of 16 weeks/200 hours.

 

Participants gain knowledge in plain reading, material handling equipment, interpreting trade technical calculations, and practicing safety construction techniques according to Occupational Safety and Health Administration (OSHA) standards.

 

Participants can be referred to APP during its open enrollment periods at PCC. GROW participants can be assigned concurrently with General Educational Development (GED), high school diploma, or basic reading and math classes should participants need to meet the minimum GROW requirement of 20 hours per week.  APP is a semester-long certificate program and can be incorporated within participant’s General Relief (GR) aid time limits.

Background

The APP helps participants gain entry into paid apprenticeships in the construction trades.  The APP focuses on the basic safety, introduction to construction math, hand tools, power tools, blue prints, basic rigging, communication and employability skills, and “green” environment (e.g., environment friendly).  In addition to classroom instructions and lectures, participants will meet with union representatives, contractors and developers.  Participants will visit apprenticeship training centers and construction sites through the semester as follows:

 

                     ·             Sheet Metal Union – City of Industry

                     ·             Laborers Union – City of Azusa

                     ·             International Brotherhood of Electrical Workers (IBEW) – City of Commerce

                     ·             Heat and Frost Insulators Union – City of Azusa

                     ·             Carpenters Union – City of Whittier

                     ·             Plumbers Union and Plasterers Union – Local 200 of Pomona

Requirements

Participants must meet the following requirements:

 

         ·             Be 18 years or older (Under 18 must petition to PCC for acceptance);

         ·             Be able to read, write in English and do simple math;

         ·             Have time and desire to commit to the 200-hour program requirement;

         ·             Be able to stand for 8-12 hours at a time;

         ·             Meet class schedule and work flexible hours;

         ·             Have sufficient time left on GR aid to complete the training; and

         ·             Have genuine desire to work in one of the construction trades below:

 

o    Carpenter

o    Carpet installer

o    Cement mason

o    Construction Laborer

o    Construction Equipment Operator

o    Drywall Installer

o    Electrician

o    Elevator Installer

o    Glazier

o    Insulation Worker

o    Painter

o    Plasterer

o    Plumber

o    Roofer

o    Sheet Metal Worker

o    Structural and Reinforcing Iron Worker

o    Other similar entry level construction trades
