What changed?

 

This Administrative Release (AR) provides additional clarification and reminders regarding:

 

·          

What is considered a complete CalWORKs Redetermination (RD);

·          

Information on the types of appointment letters that are sent to participants; and

·          

Remind staff to leave a voicemail when calling participants at the time of the RD.

 

Note:  Changes are shown highlighted in grey throughout the document.

Policy

A participant must complete an annual RD at least once every 12 months after determination of eligibility.  The RD process is required to reestablish a participant’s eligibility for CalWORKs.  All eligibility requirements, such as household composition, expenses, income, and resources, are reevaluated to determine if a participant continues to remain eligible for ongoing CalWORKs benefits.

 

Eligibility is established by the use of the SAWS 2 PLUS, Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs, at the time of application and at RD, the SAR 7, Semi-Annual Eligibility Status Report, and mid-period reports from the participant.

Description

RD

The annual RD is required to reestablish a participant’s CalWORKs and CalFresh eligibility.  For Semi-Annual Report (SAR) reporters, the annual RD takes the place of the second SAR 7 and must be completed in the sixth month of the SAR cycle in which a SAR 7 is not due.

 

Note:  The system references CalWORKs RDs, CalFresh Recertifications (RCs), and Medi-Cal Renewals as an “RE.

Requirements

An RD is required at least once every 12 months and must be conducted with the parent(s) or caretaker relative of the child(ren).

Participants must complete an annual RD at least once every 12 months after determination of eligibility.  The RD process is required to reestablish a participant’s eligibility for CalWORKs.  The RD is considered complete when the participant:

 

·          

Provides a completed RD packet;

·          

Completes the RD interview; and

·          

Submits all needed verifications.

Photo Identification (ID)

When a new adult household member is reported during RD and an ID is not available within the Electronic Document Management System (EDMS) the participant will need to provide his/her photo ID in person prior to aid being continued.

 

Failure to comply with this requirement will result in ineligibility for the entire Assistance Unit (AU).

Excluding a step/half-sibling child

Applicants/Participants have the option to exclude a step/half-sibling(s) from consideration in the determination of the Maximum Aid Payment (MAP) for the AU to keep 100 percent of any current child support payments received on behalf of that child.

 

A step/half-sibling(s) can be excluded from the AU when the following conditions are met:

 

  1. The step/half-sibling(s) lives with at least one eligible child;

  2. He/She is a child for whom child support payments are received and the amount of child support received each month is more than the cash aid amount for the child; and

  3. The parent/caretaker relative has requested that the child not be included in the MAP.

 

CalWORKs RD Packets

 

The CW 52, Changes to the CalWORKs Assistance Unit and Child Support Rules, is included in CalWORKs RD packets that are centrally mailed to CalWORKs participants.

 

CalWORKs district administrators must ensure that the CW 52 is included in RD packets that are assembled manually.

Assist the participant with obtaining the photo ID

Eligibility staff should assist the participant with obtaining the photo ID if they need assistance.

 

If…

Then…

The CalWORKs family is homeless

Staff can assist with the DL 933, No Fee Identification Card Eligibility Verification form.

The CalWORKs family is not homeless

Staff can assist with the DL 937, Reduced Fee Identification Card Eligibility Verification form.

Ineligible Noncitizens

Regardless of citizenship status, each parent and/or caretaker relative of an aided or applicant child, when living in the home of the child, must provide his/her photo ID in person.

Failure to Provide (FTP) photo ID in person

The entire AU is discontinued for failure to cooperate with the ID requirements.

SAR

Participants will be required to submit one SAR 7 and complete the annual RD during a 12-month period of eligibility.

 

SAR cases have two six-month Payment Periods.  The annual RD must be completed in the sixth month of the second SAR Payment Period every year (six months after the SAR 7 submit month).

 

SAR also includes Income Reporting Threshold (IRT) levels that the AU must meet as well as mandatory mid-period reports, such as:

 

·       

Income that exceeds one of the two IRT levels;

·       

Address changes;

·       

Fleeing Felon status; or

·       

Probation or Parole violations.

Annual Reporting/Child Only (AR/CO)

AR/CO AUs have a 12-month Payment Period and are only required to comply with the annual RD every 12 months. These cases are not required to complete the SAR 7.

 

AR/CO cases include IRT levels that the AU must meet as well as mandatory mid-period reports, such as:

Income that exceeds one of the two IRT levels;

·       

Address changes;

·       

Fleeing Felon status;

·       

Probation or Parole violations; or

·       

Household Composition changes (family members who move into and out of the home).

 

SAR Cycle

The SAR cycle is assigned based on the Beginning Date of Aid for newly approved cases with no other open segments.

 

When there is a CalFresh segment open, the SAR cycle is aligned to the CalFresh RE date.

RD Centralization

Effective February 2019, the imaging of the CalWORKs RD packets mailed to the County was centralized at the Central Scanning Unit (CSU) at the Customer Service Center (CSC) III site for all district offices.  As a result, the return address will display the CSC III mailing address instead of the district office.

 

The centralization occurred in three roll-out groups.  The chart below lists the roll-out schedule for CalWORKs districts only.
